The building is owned and managed by W&H Properties. The Empire State Building is currently the third tallest skyscraper in the United States (after the Willis Tower and Trump International Hotel and Tower, both in Chicago), and the 15th tallest in the world. It is also the fourth-tallest freestanding structure in the Americas. The Empire State Building is currently undergoing a $550 million renovation, with $120 million spent in an effort to transform the building into a more energy efficient and eco-friendly structure... The Empire State Building was designed by William F. Lamb from the architectural firm Shreve, Lamb and Harmon, which produced the building drawings in just two weeks, using its earlier designs for the Reynolds Building in Winston-Salem, North Carolina, and the Carew Tower in Cincinnati, Ohio (designed by the architectural firm W.W. Ahlschlager & Associates) as a basis. Every year the staff of the Empire State Building sends a Father's Day card to the staff at the Reynolds Building in Winston-Salem to pay homage to its role as predecessor to the Empire State Building. The building was designed from the top down. The general contractors were The Starrett Brothers and Eken, and the project was financed primarily by John J. Raskob and Pierre S. du Pont. The construction company was chaired by Alfred E. Smith, a former Governor of New York and James Farley's General Builders Supply Corporation supplied the building materials. John W. Bowser was project construction superintendent. Excavation of the site began on January 22, 1930, and construction on the building itself started symbolically on March 17—St. Patrick's Day—per Al Smith's influence as Empire State, Inc. president. The project involved 3,400 workers, mostly immigrants from Europe, along with hundreds of Mohawk iron workers, many from the Kahnawake reserve near Montreal. According to official accounts, five workers died during the construction.[24] Governor Smith's grandchildren cut the ribbon on May 1, 1931. Lewis Wickes Hine's photography of the construction provides not only invaluable documentation of the construction, but also a glimpse into common day life of workers in that era. The construction was part of an intense competition in New York for the title of "world's tallest building". Two other projects fighting for the title, 40 Wall Street and the Chrysler Building, were still under construction when work began on the Empire State Building. Each held the title for less than a year, as the Empire State Building surpassed them upon its completion, just 410 days after construction commenced. The building was officially opened on May 1, 1931 in dramatic fashion, when United States President Herbert Hoover turned on the building's lights with the push of a button from Washington, D.C. Coincidentally, the first use of tower lights atop the Empire State Building, the following year, was for the purpose of signaling the victory of Franklin D. Roosevelt over Hoover in the presidential election of November 1932...

(Stein told The Daily Beast she inherited “over a half-million dollars” from her parents.) That return, filed jointly with her husband, shows a total income of $349,088 in 2015 and an effective tax rate of 21 percent. It may mean outsourcing to foreign nationals from a country of interest, they may outsource to private companies as well to gather the specified intelligence needed. For a company the ways of outsourcing intelligence are the same, in which third party individuals and corporations are hired to obtain data and other intelligence. Intelligence can also be outsourced for analysis by a third party, in similar fashion to what the CIA's Directorate of Intelligence does. Former analysts and officers of the Central Intelligence Agency and Department of National Intelligence are allowed to leave their government positions and go work for companies in the private sector the next day doing the same job. This is known as "butts in seats." The reason one former government analyst did go work for a private intelligence firm was because the pay in the private sector was about 50% higher than the one he had from the government. Following the terrorist attacks on September 11, 2001, the United States Congress increased the funding flow to the intelligence community. In November 2005, a CIA official accidentally revealed the intelligence budget to be $44 billion, which increased from a $26.6 billion budget reported by CIA Director George Tenet in 1997.[3] The intelligence community is allowed to keep its budget secret. With this secrecy comes speculation that at least 50% of the entire budget now flows to the private sector [Abbot]. It is also estimated that in the intelligence community much of the 15,000 analysts are drawing private-sector paychecks as a result of "butts in seats."[3] According to R.J. Hillhouse, "Defense Intelligence Agency (DIA) workers revealed at a conference in May that contractors make up 51% of the staff in the DIA." The Libor scandal was a series of fraudulent actions connected to the Libor (London Interbank Offered Rate) and also the resulting investigation and reaction. The Libor is an average interest rate calculated through submissions of interest rates by major banks in London. The scandal arose when it was discovered that banks were falsely inflating or deflating their rates so as to profit from trades, or to give the impression that they were more creditworthy than they were. Libor underpins approximately $350 trillion in derivatives. It is administered by NYSE Euronext, which took over running the Libor in January 2014. The banks are supposed to submit the actual interest rates they are paying, or would expect to pay, for borrowing from other banks. The Libor is supposed to be the total assessment of the health of the financial system because if the banks being polled feel confident about the state of things, they report a low number and if the member banks feel a low degree of confidence in the financial system, they report a higher interest rate number. In June 2012, multiple criminal settlements by Barclays Bank revealed significant fraud and collusion by member banks connected to the rate submissions, leading to the scandal.[5][6][7] Because Libor is used in US derivatives markets, an attempt to manipulate Libor is an attempt to manipulate US derivatives markets, and thus a violation of American law. Since mortgages, student loans, financial derivatives, and other financial products often rely on Libor as a reference rate, the manipulation of submissions used to calculate those rates can have significant negative effects on consumers and financial markets worldwide. On 27 July 2012, the Financial Times published an article by a former trader which stated that Libor manipulation had been common since at least 1991.[8] Further reports on this have since come from the BBC[9][10] and Reuters.[11] On 28 November 2012, the Finance Committee of the Bundestag held a hearing to learn more about the issue.[12] The British Bankers' Association said on 25 September 2012 that it would transfer oversight of Libor to UK regulators, as predicted by bank analysts,[13] proposed by Financial Services Authority managing director Martin Wheatley's independent review recommendations.[14] Wheatley's review recommended that banks submitting rates to Libor must base them on actual inter-bank deposit market transactions and keep records of those transactions, that individual banks' LIBOR submissions be published after three months, and recommended criminal sanctions specifically for manipulation of benchmark interest rates.[15] Financial institution customers may experience higher and more volatile borrowing and hedging costs after implementation of the recommended reforms.[16] The UK government agreed to accept all of the Wheatley Review's recommendations and press for legislation implementing them.[17] Significant reforms, in line with the Wheatley Review, came into effect in 2013 and a new administrator will take over in early 2014.[18][19] The UK controls Libor through laws made in the UK Parliament.[20][21] In particular, the Financial Services Act 2012 brings Libor under UK regulatory oversight and creates a criminal offence for knowingly or deliberately making false or misleading statements relating to benchmark-setting. http://en.wikipedia.org/wiki/Libor_scandal Money laundering has been an issue in Argentina, India, the United Kingdom and the United States. HSBC placed these employees on leave pending their own internal investigation.[97] In early February 2013, appearing before UK's Parliamentary Banking Standards Commission, CEO Stuart Gulliver acknowledged that the structure of the bank had been "not fit for purpose."
